What is the Urban Waters Federal Partnership?
The Urban Waters Federal Partnership (UWFP) is a national initiative dedicated to helping urban and economically distressed communities reconnect with their waterways. By fostering collaboration between federal, state, and local agencies, as well as grassroots organizations, the program drives real change—restoring ecosystems, improving public health, and strengthening local economies.

In April 2023, Walnut Creek was officially designated as the nation’s 21st Urban Waters Federal Partner location, a recognition of the hard work and dedication of the community. This designation brings increased support, funding opportunities, and expertise to help further PEJ’s mission of environmental justice.
A Milestone for Walnut Creek
A Historic Moment for Raleigh’s Waterways
On April 21, 2023, PEJ and the Carolina Wetlands Association hosted the EPA’s official announcement, marking Walnut Creek’s inclusion in the UWFP. Held at the Norman & Betty Camp Education Center, the event featured key leaders from the EPA, US Department of the Interior, NC Department of Environmental Quality, NC Forest Service, US Department of Agriculture, and other influential organizations.

The following day, the first-ever Our Creeks, Our Communities Festival took place at the Southeast Raleigh YMCA, bringing together local vendors, environmental educators, and families for a celebration of Walnut Creek’s future.
The Role of a Community Watershed Ambassador
As part of this initiative, PEJ is set to hire a Community Watershed Ambassador, a dedicated liaison who will connect local communities with government agencies, non-profits, and educational institutions. This individual will work closely with the Urban Waters Learning Network to facilitate programs, organize events, and ensure that the voices of Southeast Raleigh residents are heard in waterway restoration efforts.
